Deal Mayor Sam Cohen told New Jersey Advanced Media that a fee at the Hathaway Avenue beach would allow the town to put a lifeguard on duty. Surfers are known to flock to this beach due to the fact that it is unguarded. The Mayor added

The town is hoping that charging to hang on the sand at Hathaway Avenue beach will push people to the other beaches in Deal that, according to the Mayor, will remain free.

Residents of the town are not happy about the apparent overpopulation of their beaches and have been vocal in the past. It was just a little over a year when the town tried to restrict public parking near beaches. The plan was withdrawn.
