A Scotch Plains man has been identified as the culprit behind a street fight in Toms River on Sunday night that injured two men including one who is hospitalized in serious but stable condition.

Raziel Mancebo, 27, of Scotch Plains turned himself in to the Ocean County Sheriff's Office on Wednesday, was processed and charged at the Toms River Police Department and then brought to the Ocean County Jail where he remains pending a detention hearing, according to Ocean County Prosecutor Bradley Billhimer.

It all started when Mancebo was flooring it down Hazelwood Road and when he hit the brakes at the stop sign between the two roads, a neighborhood resident, Jason Durante, 50, approached the BMW and exchanged words with the driver which led to the two of them getting engaged in a physical fight.

Mancebo then started fighting Alan Stever, 56, who fell to the ground and hit his head on the pavement.

After the fights, Mancebo got back in his BMW and drove off.

The Ocean County Prosecutor’s Office Major Crime Unit and Toms River Police Detectives investigated the incident and identified Mancebo as the suspect, who is now charged with Aggravated Assault and Simple Assault.

Stever was airlifted to Jersey Shore University Medical Center in Neptune where he remains in serious but stable condition.
